ICC Help: cc-olympiad

To allow all the players to have a chance to be part of the winning
team, we created the teams following this criteria:

1) all the countries with 8 or more players but less than 16 will
   have one team made with the first 8 players to join. Remaining
   players will be inserted in a mixed team later.

2) all the countries with 16 or more players will have the players
   exceding multiples of 8 in the join order left out for the mixed
   teams. The players in the final group will shared to form teams
   of 8 players according to the ratings. They will be as more as
   likewise distributed between the teams.

3) countries with less than 8 players will have their players used
   for mixed teams.
